FOR Call again! 8G5-W- Popular interest naturally attaches to the matter of when the effects of the new tariff duties will be felt by the consumer. It is a certainty that there will be a rise in the prices of all commodities, whether of domestic or foreign origin, which are subject to the enhanced customs rates. In competitive articles the general rule in the past has been to make the wholesale prices for the domestic ones just below the landed cost of the imported. This is where the two kinds are of equal merit. Where the foreign article is superior, the buyer here can do one of two things either pay the extra cost or content himself with an inferior one of domestic make. Both alternatives will be resorted to, if past experience is any guide. But such a state of affairs should not occur immediately. Goods for this fall, for example, should not show any price inflation beyond what was caused by the emergency tariff act. Neither, for that matter, should most of the things for next spring. There are those who believe that this condition was borne in mind by the astute politicians at Washington and that the twenty months consumed in fixing up the tariff was intentional, so that the higher prices of commodities should not be felt in time to influence the congressional elections in November. Business men generally are of the opinion that the full effect of the higher duties will not be shown until the prices of next fall's goods are fixed.
