Concerning recruitment, Mr. Chaffee emphasized the changes that have been made in the Navy in recent years to make the service more attractive. Pay increases, shorter tours of duty, longer hair, more attention to stationing men so they can be with their families, are just a few of the improvements. "I believe these changes are not incompatible with discipline and have led to an increase in morale, especially among the enlisted men." By SUSAN MITCHELL Chronicle Staff Secretary of the Navy John H. Chaffee answered questions ranging from the reason for the recent build-up of naval forces off the coast of South Vietnam to recruitment plans for a hundred percent volunteer navy, at a KUED press conference Wednesday afternoon. Mr. Chaffee, who is resigning his position soon, is on a week-long speaking-tour of five major cities in support of Navy recruiting. The purpose of the trip is to discuss the all-volunteer service concept and to enlist additional support for Navy recruiting efforts. During the press conference, the off-campus off-campus press asked Mr. Chaffee numerous questions most of them not concerned with the problem of recruitment. In response to questions concerning the recent escalation of the war in South Vietnam and the resultant naval build-up, Mr. Chaffee said President Nixon was making every effort to repel the invasion, but he emphasized that Nixon is still continuing the withdrawal of ground troops. When asked what effect he thought this would have on the elections, Mr. Chaffee said he didn't think it would have any effect, at least not a detrimental one. Chaffee responded to the question of the Navy being antiquated and losing ground to the Russians in naval build-up, by assuring the press that the Russians are not surpassing the United States in total naval Participation '72 Open House will be held Thursday 3-6 p.m. in their new office in the Union building.
