Show A J joint resolution proposing amendment of section 4 article 13 of the constitution of 0 the state utah relating to the taxation mines be it resolved and ana enacted d by the legislature of the state of utah two thirds of 0 all the members elected to each of the two houses therein section I 1 that it Is 1 proposed to amend section 4 of article 13 of the constitution of the state of utah so that the same will read as follows 4 all ali mines and mining claims both placer and rock in place contain ing or bearing gold silver copper lead or other valuable precious metals after purchase thereof from the united states shall be taxed at a value not greater than the price paid the united states un leas les the surface ground or some part thereof of such in ne or claim Is used for other than mining purposes and has a separate and independent value for such other purposes in which case said surface ground or any part there ot of so lao used for other than mining pur poses shall be taxed at its value for such other purposes as provided by law and all lh th machinery used in mining and all and surface improvements upon or app anant to mines and mining claims which have nave a value separate and independent of 0 such mines or mining raining claims and the net annual proceeds ot of all such precious metal mines and mining raining claims shall tie be taxed as provided by law all lands containing coal hydrocarbon hydro carbon or stone deposits after purchase thereof from the united states and all property and surface improvements upon or appurtenant to such land landt which have a value separate and in dependent of all such lands and the net proceeds of all such land and the by products of all valuable deposits contained therein not taxed in a crude or raw condition shall be taxed as provided by law sec see 2 the secretary of state Is hereby ordered to give this proposition to be published in at least one news paper in every county in the state where a newspaper Is printed and pub fished for two months preceding the next general election sec see 3 proposition shall be submitted to the electors of this state at the next general election for their approval or disapproval all official ballots used at such election shall have printed or written thereon the words for the amendment ol 01 sec tion 4 artice 13 of the constitution relating to the taxation of mines yes no and shall otherwise be prepared and submitted to the electors as may be otherwise provided by law and said ballot shall be received counted and canvassed and returns thereon be made in the same manner and in all respects as la is or may be b provided by law in the case of elec tion of state officers sec see 4 if adopted by the electors of the state this amendment shall i ake take effect january 1st 1913 state of utah office of the secretary es iss of state I 1 charles S secretary of 0 state of the state of utah do hereby certify that the foregoing Is a full true and correct copy of a resolution proposing an amendment to section 4 article III of the constitution ol 01 the state of utah relating to the tax atlon of mines IN TESTIMONY WHEREOF I 1 have hereunto set my hand and affixed the great seal of the state of utah at salt lake city this day ot of august 1912 1012 seal C S secretary of state ia b lia |
