Clearfield and Layton are now questioning who owns what at the North Davis dump. Shirley Reed, a Clearfield City Council member visiting Laytons meeting last week, questioned the members legality of using the dump, as in the case of Morgan and Weber. Bill Barnes, a teacher at North Layton Junior High, and several of his students, said they felt the plant was a feasible alternative to dumping at the landfill. Barnes and his stpdents have been studying the issue for the past several weeks and voiced approval of the plant Bames said he felt it only fair to pay his share of the plant bill and -urged the city fathers to consider" the ecological future and safety of the area children. FARMINGTON The next USDA commodities distribution will be held on Saturday, Feb. 8, at the Davis County Courthouse in Farmington. Commodities will be distributed between 9 a.m. and 4 p.m. 7. - operations, according to Jim Young, the special service district plant manager. He presented the Layton City Council with burn plant information last week. Young said Layton, and the other cities not now members, would be welcomed as a part of the Neighborhood friendly facility, which he said was the first of its type west of the Mississippi. The plant is being financed with a 55.5 million dollar bond which member cities are legally obligated to repay. Those cities not a part of the special service district could use the plant by paying a contracted amount yearly for tipping fees but would not be obligated should the plant default on payments over the next 20 years. Young said Layton could agree to the contract but no guarantee on tipping fees could be given at the current time. He estimated the fees to begin at $1 1.50 per ton of garbage taken to the plant and said within two to three years the fees could drop to $7.50 per ton.
