At their Tuesday meeting on the .. Jill Houston, a long time resident of Francis, was welcomed onto the Francis City Council at their January council meeting. The reason for this addition to the city council is because Francis is now considered by the state as a third class city instead of as a town. This change in sUt us means that the town council is now required to have fixe members (in addition to the mayor) instead of the four they had in the past. Houston's appointment by the council will expire at the end of this year, since the position she is filling is a new one. her successor w ill only be elected fur two years. After that first term the position will then be the normal four year term. A complainant called to state someone had used her credit card that was in a safe in a home she was staying in. She told officers she suspected someone who regularly visited at the home. A sister and brother from out were visiting together at the sisters condo. The pair and a friend of the female went out to eat and ended up having a verbal confrontation. The brother was left at the bar and came home later after obtaining a ride with a stranger. The verbal arguing started again and officers were contacted to help diffuse the situation. The male was later arrested and transported to jail on intoxication charges. Visiting various places during the day, a male from Idaho called f-town dispatch io report someone had taken a suitcase filled with clothing and various other items from the bed of his truck. The theft was nut noticed until he went to check in at a motel. He told officers the case was not secured and he was not sure w here it could have been taken from. A male called to report that someone had taken his portfolio from a shopping cart which he left he had been driving had run off the road and gotten stuck in the snow The suspect told the officer he the car which was was owned by the passenger inside the vehicle. The officer determined he had been driving too fast fur road conditions and issued citations for reckless driving, no license in possession and disorderly conduct The passenger was allowed to drive them both home after a towing company arrived to pull the car back on the road. A mother called dispatch to ask for assistance in locating her daughter who had been missing since before Christmas. She gave them an address she though her daughter may be at. Responding to the address they asked if the girl was there. They were told no and reported the findings at which time they were told to go back and ask for the . test-drivi- girl under a different name. Contacting their SGT. they learned the male at the home was wanted on $10,000 warrant charges out of Salt Lake. Officers then obtained verifica- tion of the warrants and made arrangements to meel with officers from Salt Lake. Returning to the home, the male said "yes" when asked if the girl was there under ihe new name and she responded to tlie officers, telling them she would contact her muiher. The male was then told he was under arrest and that they were taking him to Salt Lake Officials, which he informed them he would not go. After a short discussion, the male changed clothes, was handcuffed and was later handed over to Salt Ijtle officers. A resident returned home v learn from his daughter that there were footprints outside the home-alonwith a 12 pack of beer Ihe resident told the officers he had thrown the beer away. The footprints were followed behind the home, but got lost in others that were there.
