Show I COLONEL LAMONT j I I Wonderful influence ol the 1rcwi I deiits Private Secretary i i Mr Bayard is the lIr Baya Premier nominally j of the Administration Admiistrton But he hasnta I tithe of Lamonts influence Nor has any man in the Cabinet The private Secretary is Virtually a member prvate Cabinetif he is not more i he is not I at the head of the Cabinet he is ahead of i it in point of opportunity He is with the President constantly outside of office ofce hours riding walking smoking and chatting The two are as intimate as brothers and more so than most brothers Now all of this is i in nowise discreditable to either Lamont or the President But I it is a little surprising to Democrats of all I grades and especially to members of the Cabinet Lamont as you see him has not the appearance of a great mal Senators and j I members who want the President to make t an appointment for them take good care not to offend the Private Secretary In ordinary life they might not remember to recognize him after the first introduction But this isnt safe for a political leader I now A step or two from Lamonts desk is a door opening into the Cabinet chamber f cham-ber and so connecting with the library i the Presidents business office Senators I and members long ago caught on to the trick of going to see Lamont and step j I Jing i in to have a word with the President thus avoiding the doorkeeper who takes II the visitors card and keeps it for the scrutiny of the newspaper men The j I I I manner of the private secretary is modest and quiet He talks less than the President I Presi-dent to his callers and listens with close i attention t all that is said to him Between Be-tween the two the President and the secretary thQ rascals are likely to be found out i their stores do not hang together I I to-gether I was discovered long ago by the politicians that the two men talked these jnatters over I Soon after dusk you can see Co1 rilas with a big bundle of papers Mr Bayard paprs Mr Lamar Mr Manning or Attorney General Garland step in quietly and alone and pass quickly up the stairs to the Presidents rom Larnont is welcome wel-come at all limes With the exception of Whitney and Manning there isnt a member of the Cabinet whose recommendations recommen-dations are not revised by Lamont The fact is n curious one and worth notice and study Laments rise in opportunities is no more or less phenomenal than Mr Clevelands advance from his Buffalo law office to the White House From n newspaper news-paper reportera good one mind you I with n keen scent for coming events anu judicious in every use of his information Lament has slipped in between the historic lines of this first Democratic Ad I i ministration since the w ran advent I that goes is on destined to grow in wonder a time |
