Show FROM THE CAPITOL The Board of Visitors of the Naval Na-val Academy Suggests Ylri > ous Changes Eight Million Standard Silver Dollars Ileing Guarded In One or the I Treasury Passages The Plan of the Xevr Armored BattleShip Battle-Ship Submitted by an English Company From Vusliiiictoii WABHINOTON June 15Tllo Bonrd of Visitors Vis-itors of the Naval Acndemy in its first report re-port to the Secretary of the Navy suggests that tho Academy Board bo empowered to consider the physical as well as the intellec tual qualifications of candidates That upon udtnibsion they bo mustered into the Government service and made subject to the artioles of war The Board commends the zeal and efficiency of the instructors and courses in general recommends that tho fourth year be devoted to technical training for separate branches of the naval service the cadet to select which branch to pursue at the end of the third year That at tho end of lour years the cadets not commissioned commis-sioned be discharged instead of being sent on a two years cruise A number of recommendations recom-mendations are mndo as to tho grounds buildings and sanitary conditions The count of the cash in the United States Treasury which is now in progrees has developed de-veloped the fact that the vault capacity is entirely inadequate for the safe handling of silver Tho vault was filled to its utmost capacity some timo ago and there still remained re-mained about 8000000 standard dollars which fur want of a better place were piltd in bags in the passage way leading to tho vault In making the count these bags had to be removed to nn outside hall where they remain protected from outside interference interfer-ence by nothing but a pine board partition It has therefore been guarded at all times by watchmen Every precuation has been taken to prevent its being tampered tam-pered with while in its exposed condition Itio count will last five weeks more and the silver cannot be returned to the vault room until that is concluded In the meantime tho work is being pushed on the new silver vault authorized by tho last Congress It will have storage capacity for 100000000 standard silver dollars and will probably be ready for use in September The Board which was appointed by Secretary Sec-retary Whitney to select suitable designs for a 0000ton armored cruiser ann an armored vessel of the same size from competitive com-petitive designs received in answer to the Departments offer of 10000 each for two acceptable plans has made its report The Board approves the design of the armored battle ship submitted by tho Barrow Eng land Shipbuilding Company and is of tho opinion that such n ship would be r ulna ble addition to our navy This plan presents pre-sents n somewhat remarkable feature of having the water line well protected by heavy armors also guns on the upper deck but of leaving tho intermediate space between be-tween the upper and lower decks wholly without protection there being nothing there of importance There are two turrets tur-rets not in the middle of the ship but on either side of the median line so that their guns can lire directly forward and aft to either side As the board has failed to find a design suitable for a cruiser the bureaus plans for that vessel will doubtless be used |
