Show LAW IS DEFINED f 1 r by a recent decision of the sute supreme court all doubt has been removed repard inix the publication of county financial statements since 1896 a utah statute has provided that counte auditors shall publish annually a statement showing all receipts and all disbursements in ill detail each disbursement di as listed it is provided shall carev the essential element of to whom and for what pair paid this law has been observed studiously in seyer several d counties chief of which has been grand county the citizens of orthis this count county y for 25 years have been given i ven a published sta statement temen t each year showing every receipt and every expenditure of county funds jn in other words the taxpayers have been given gieir detailed information as to how their money w was s expended not all of the counties have observed this law however jn in tooele thoele county for instance the county auditor consistently refused to follow the plain dictates of the sf statute and attempted to io publish a summary report which contained no information info mation whatever er of individual disbursements the publisher of the tooele thoele newspaper with the b backing of the state press asso association cia tion brought suit against the county auditor the district court ruled against the new newspaper and the case was carried to the ane supreme court that tribunal nas has now given us decision sw sweeping beeping anit in its s te terms r ms wherein it is held that the county audit auditor has been evading his plain duties and requiring that counties must publish annual reports abo showing W all disbursements in detailed form ii 0 boards of education under a similar statute are also required to publish annual financial statements p and in sj test case several years ago 0 which was decided by the supreme court it was held that school statements must be published in detail thus it is now established by supreme court edict that both county and school district state statements menis must be published in conformity with the plain language of the statute the publication las have been observed in grand county probably more than in any county of the state the recent decision of the supreme court will not result in any cha change in this county for the reason that our public officers have always felt that the people had a right to know how their public fendol were expended it appears however that san jun P bounty officers have not alwa always ys been disposed to publish detailed statements and we will be interested in observing I 1 what abat effect the recent supreme court decisions will have i in n our neighboring county moab times independent dent |
