As the volume of mail will some-times reach as high as 200. pounds per carrier the man of foot must have his load lessened. When a person mails a letter or parcel on which there is the proper amount of postage a con-tract is established with the Post Officee Department on which they are obligated to make delivery, as soon as possible. However, if a patron should put an obstacle in the way of the carrier which in some manner could result in physical injury, such as a vicious dog or icy steps in winter, the Department may request that the party call for his mail at the post office until the situation is remedied.
