opening ol of the convention president E 0 howard being unable to attend on account of the press of business the assembly was one of the most gratifying ever held by the association thoroughly representative delegates coming from all parts ot of the state to participate great encouragement toward the purpose ot of establishing the proposed sanatorium was given in the address of 0 welcome by frank B cook president of 0 the salt lake chamber of 0 commerce he said that while he was not authorized to pledge the chambers directing board to give the organizations backing to the enterprise he announced that he was ready to assure the tull full measure ot of support which a christian effort in behalf of the state and the social body of 0 the commonwealth alth so richly deserved mr air C cook left no doubt in the minds of delegates to the convention that the salt lake chamber of 0 commerce would amply second the efforts 0 of the utah public health association toward establishment and maintenance of an which gave promise of accomplishing so much of community good hon george albert smith chairman of 0 the state sanatorium committee told the delegates that while no effort has bearl made to secure any site for or the proposed institution many written offers have been received from those who have read or heard ot of the movement arrangements range ments have been bean made mi mr smith said to have a survey made as far as time will permit of the tuberculosis situation in salt lake city and county by an experienced tuberculosis worker this la Is to be available when the state legislature meets meeta next january and this together with other data and statistics will be submitted to the lawmakers in support of the effort to be then made for or a state sanatorium in conclusion said mr air permit me to assure this convention that it will be a pleasure to me to continue to render such assistance as lies within my power to secure a 2 tuberculosis sanatorium tor for our state tor for I 1 feel sure something ought to be done along the lines indicated dica ted congressman don B colton said he looked tuberculosis as our greatest scourge pursuing his subject mr colton pointed out that every state but three have state sanatoriums for these unfortunates utah Is one of the three we have have had over 1000 deaths in the last six years from this disease we have about 1200 to 1500 cases of tuberculosis in utah it if we had a state institution we would isolate them and perhaps save them let us hope this condition will not continue long states with less wealth than ours have sanatoriums we have a wonderful climate with our low death rate from other diseases we e cannot afford to eo encounter unter longer the danger from tuberculosis for one I 1 earnestly hope our legislature will not delay the establishment of a sanatorium tor for the treatment of tuberculosis patients in his review of the association associations s work president E 0 howard in his report read by james H wallis executive secretary gave a clear statement of the existing situation as compared with that which was first encountered like the ostrich which buries its head in the sand and by refusing to admit danger considers itself sate safe he said the average citizen in utah when the association first came into being would not admit that there were any cases of the disease ini ID the state they laughed at the idea that utah had bad any tuberculosis it was a hard fight to bring the people to a realization that there was a tuberculosis situation to cope with and of course until a thing like that is admitted and recognized there can be no constructive campaign to overcome it president eilt howard demonstrated how the work of the utah public health association had finally brought about realization of the community menace and the impera tive need for action in the premises one ot of the results of 0 the campaign he said had been the determination to establish a wise I 1 am therefore glad to express my own sincere conviction that the utah public health association Is an agency that merits support because it is doing a work that no other agency in the state Js audit of the utah public health association as made by my deputies william T reid held and ralph 13 kennington the examination shows arl honest avid administration of the affairs of the association tor for which I 1 wish to commend you reciting the tact fact that cases of pulmonary tuberculosis of adults alone alona ini it utah had been discovered through the work ot of the traveling health clinic the resolutions committee obtained a pledge from the convention that the utah public health association continue to advocate the establish establishment mert and maintenance of a state tuberculosis sanatorium at and that we pledge ourselves to employ every honorable means to secure immediate favorable legislative action |
