Show PAY TAXES TWICE A YE YEAR AR in a recent issue of the reservation news the editor of that sheet tries to be funny and there is is nothing on the earth below or in the skies above to compare with a calamity howler when he tries to become a humorist the subject upon which our socialist friend tries to be facetious is the statement attributed to hon william oneil that he intended introducing a bill in the present session of the legislature to have the taxes paid in semiannual installments one half in may and the remainder in november A number of the middle western states have had such a law in force for a number of years and it gives the best satisfaction wherever tried among the reasons for such a a law are the following 1 every school board knows that for about four months after the schools begin their annual they have no funds with I 1 which to pay teachers or pay the I 1 running expenses expunge of the schools without borrowing from the thel banks with payments made semiannually semi annually this thi trouble would be eliminated j 2 the paying time comes ai the season of the year in which the bulk of other obligations obligation si have to be met water aspiss assessments machinery notes etc I 1 which compels the average farmer to sell his grain hay or live stock at a time when the I 1 country is flooded with produce with conse consequent quant lower prices i j 3 the money p paid a id as taxes is usually taken out of circulation for about two months before it is again put into circulation by be ing distributed to the various school boards this and the fact that so many other obligations have to be met at this season of the year causes a financial stringency which really is embarrassing barr assing to the local banks despite the fact that they do all in their power to relieve the situation some have objected to semiannual tax payments claiming that the cost of collection would would be greater in this they are mistaken staken ni its as the first installment I 1 if not paid when due is not advertised at that time but beirs bears interest until nov when the whole amount delinquent is advertised as at presents present and if iff I 1 not paid is sold as under the present law the enactment of this law lan v would provide an incentive to payers to hold over produce for a better market thus encouraging thrift frank knox president of the national bank of the rep republic bublic one of the states most able financiers nan ciers advocates the semiannual payment of taxes as stated in an interview given out by fall to the salt lake press claiming that it would better distribute the deposits I 1 throughout the year and prevent such an urgent demand for money at one particular season hs as at present by all means let us have this law enacted |
