Emmons, Washington, D. C, sent to L. L. Nelson, acting area ar-ea director, Phoenix, Arizona area office, setting forth information infor-mation relative to. a . Per Capita1 Cap-ita1 payment for the Ute Indian Tribe members. . According , to Norman Holmes, chief clerk, and R. O. Curry. Tribal Committee chairman, chair-man, the $300 payment will be made on or before Nov. 24. Information In-formation came to the Fort yesterday that the checks were being mailed from Los Angeles Ange-les that day, and baring unfor-seen unfor-seen . circumstances, payment should be made early next week with Monday or Tuesday a possibility. Following is the complete text of the telegram: Washington, D. C. November 10, 1954 L. L. Nelson, Acting Director, Phoenix Area Office:' Pursuant to Sections 11 and 12, Act of August 27, 1954, Per Capita payment $300 to members of Ute Tribe of Utah living at midnight August 27, 1954 requested Business Committee Com-mittee Resolution 1069, approved ap-proved subject following conditions: con-ditions: 1. One-Maiif per capita payment pay-ment of any mixed blood member mem-ber shall have deducted therefrom there-from any sum of money owed by such member to the Tribe, either due or to become due. 2. Shares of minors shall be paid to parents and guardians having care and custody of minors. 3. Prior to payment parents or guardians shall file with the Business Committee an application appli-cation for minor's share, showing show-ing amount to be spent for current use and benefit of minors min-ors and amounts to be placed in savings or bonds, accepting sole accounting responsibility for amounts received. 4. Shares of minors without parents or guardians or minors not in care or custody of parents par-ents or guardians shall be deposited de-posited in individual money accounts to be disbursed under regulation Title 25 FR 221 4. 5. No disbursement to any-full any-full blood or mixed blood shall be made until a majority o adult mixed bloods have approved ap-proved pursuant to Section 6 of the Act.
