The great number of school administrative units with their accompanying high costs is perhaps the major obstacle to improved educational opportunity throughout the nation. Nebraska, with a population twice that of Utah, has 6,769 school districts compared to Utah's 40. The foresight of Utah's legislators more than 35 years ago in consolidating school districts has long been the envy of education leaders throughout the nation. Without this superior organization Utah could not offer the educational opportunities which have resulted in the high educational attainment of its citizens, |
