Show EDITORIAL: Hoover's Solution As honest as Herbert Hoover is in his belief that Russia and her satellites are destroying the peace mission of" the United Nations and gradually defeating; the West in the cold war, his suggestion of kicking the Russian Rus-sian bloc out of the U. N. would settle nothing. As of now, the Western and Eastern antoganists are engaging engag-ing in an arms race and jockeying jockey-ing for an advantageous cold war position; but this joint status sta-tus would hardly change if the Soviets were kicked out of the U.N. An organization without Russia Rus-sia would be impotent toward the conservation of peace. By expelling Russia, U. N. delegates would solemnly inform the world that chances for peace are indeed diminishing. For the expulsion ex-pulsion would do more than anything else to solidify the world into two armed camps, if it has not already reached that stage. A new U. N. would have to go through the motions of peace, while its members were preparing for war. Certainly Mr. Hoover has a point in his contention that Russia Rus-sia is gaining ground in the cold war. All of eastern Europe, with the exception of the renegade rene-gade Tito's Yugoslavia, and, more recently, China, have fallen fall-en into the Soviet orbit. China, of course, may not turn out to be a very useful ally for Stalin. " but the Chinese Communist leader, Mao, and his followers are known to have little love for the United States because of her part in th ill-fated Chiang Kai-shek propping-up project. Henry C. Wolfe, author of "The German Octopus," "Human "Hu-man Dynamite," and "The Imperial Im-perial Soviets," writes in the May issue of the American Mercury Mer-cury that the U. S. is considerably consider-ably behind Russia in her cold war effort. And Germany, he says, will be the deciding factor, because "If we lose Germany, we stand to lose Europe, the Middle East, and Africa. We shall be forced back on the Western Hemisphere Hemis-phere with the global balance of power heavily weighted against us. We shall find by that time that we have few allies left who can give us political and material mater-ial support. Having lost the cold war, we shall then be locked into a defensive position that will be inordinately expensive, yet can give us no security." (Incidentally, Mr. Wolfe, in July, 1939, predicted flatly that Hitler was going to war and told why. Later he forecast the Nazi-Soviet deal and the German Ger-man attack on Russia.) The reason why the Russians are ahead in Germany, Mr. Wolfe believes, is that the Kremlin is carrying out a well calculated scheme to land the Germans on itg side. The reason is that Russia's natural resources and population, coupled with Germany's scientific and technological tech-nological know - how, if combined, com-bined, would compose one of the most formidable striking forces the world has ever known. So Stalin, through intense propaganda, propa-ganda, is now becoming somewhat some-what of a hero to the eastern Germans, while America, in the west, ineptly tries to hold German Ger-man allegiance by passing out dollars. Mr. Wolfe claims the American authorities don't even understand the problems they must solve. As a substitute for the present program of confusion and indecision, inde-cision, he writes the U. S. (1) must "strengthen the middle parties in Germany; (2) launch an efficient propaganda offensive to enlighten the Germans about American democracy and Soviet So-viet imperialism; (3) start the job of integrating Germany's Western zones into Western Europe." Eu-rope." But even if America should gain the initiative in the cold war, a hot one could be the final resut. The U.N., with or without Russia, would be powerless power-less to prevent the catastrophe. In their quest for peace, millions mil-lions of idealistic people all over ov-er the world have turned to the United World Federation movement. move-ment. They believe that peace can be maintained only through one supreme world government. Under one government, with a police force to enforce its laws, ambitious generals and petty dictators would be unable to plunge the world, repeatedly, into suicidal wars. Any such attempt at-tempt could be nipped at the start. United World Federalists believe be-lieve that organizations like the U.N. which recognizes individual indi-vidual national sovereignty are powerless to maintain the peace once nationalism destroys mutual cooperation. Under a world government cooperation would be compulsory. The element of compulsion is one reason other million's fear world government. But the United Unit-ed World Federalists are insisting insist-ing that sovereignty in a modern world is an illusion. They point out how easily Americans have been drawn into the last two wars, despite their boasted sovereignty sov-ereignty and freedom of decision. deci-sion. If the choice must really be between war and world government, govern-ment, the Federalists, as preachers, preach-ers, are performing an estimable estim-able service to their country.
