Show Scouters Review Progress Need Finances Last week Paul Murphy, Utah National Parks Council vice-president; James E. Bacon, Roosevelt distriot chairman; Ted Olpin, finance chairman and Merlin Killpack, of the advancement advance-ment committee, returned from the Council annual meeting in Provo, where they learned that Scouting is paying dividends. They heard reports on many items including camping, advancement, ad-vancement, health and safety, finance and organization and extension. All of these phases' of Scouting are on an upward trend. Part of the picture looks like this: In our Council there are 21 more institutions sponsoring Scouting than last year; 42 more units (Cub Packs. Scout Troops and Explorer Posts); 952 more Cub Scouts, 692 more Boy Scouts, 110 more Explorers amounting to an increase of 1754 boys over 1953. This year there are 3757 volunteer Scout-ers Scout-ers over 2944 in 1953. The total Council membership is now 14,-243 14,-243 while last year it was 11,-685. 11,-685. Yes. Scouting is paying off. However, it was noted that with this increase a heavier burden bur-den is placed on all districts for a more effective program. It was urged, therefore, that the district accept the challenge of increased membership and plus up all of the district functions to accomodate the growth of the program. With this challenge in mind the district officers are working industriously to' advance the program in the Roosevelt district. dis-trict. Adequate and immediate financing fi-nancing of Scouting being of' primary import, Ted Olpin, finance fi-nance chairman, has started to organize the district for a dusk to dusk campaign beginning Oct. 14th. A preliminary meeting of campaign captains will be held this Friday at 8:00 in the stake house. After hearing a statement made by Warden Lawes, "The finest jail is but a monument to neglected youth," a decision was made that the theme for the Roosevelt district finance campaign be, "Scouting Doesn't Cost It Pays." - . - ' ''"' '"' ', : .
