lie ile said the republican members of the committee had practically ully completed the entire bailit bill and were now engaged in reviewing their work arid and making changes necessitated by the relations which various schedules have to each uther other the bill as a whole Is a high protective measure the average rates are little it if any below those of 0 the mckinley bill and in tome some of the schedules they are slightly higher schedule A dealing with chemicals oils and paints paint sis is far ar more nearly like the present law than the McKInley bill but some important changes changer have been made blue vitrel Is taken from shefree list and made dutiable at scents cents 2 per pound rude borax Is increased to 3 cel cents ts per pound borate of lime to 2 cents and refined borax to 3 cents per pound copperas is taken from the free list and made dutiable at the rate of 3 to 10 cent per pound the mckinley rate is restored on magnesia and flaxseed oil the duties on all lead products are increased to correspond with an increased rate on lead and lead ore acetate of lead is made 3 cents per pound 2 cents nitrate of 0 lead i cents lead and white paint containing lead 3 cents per sulphate of soda is taken from the free list and restored to the mckinley rate sulphur are is taken from the free list and made dutiable at 40 cents per ton trude rude tartar is made dutiable at 3 cents per pound no schedule of the bill has har given the committee so much trouble as that relating to tc earths earthenware and glassware the committee Is still at work on this but the probabilities are arc that earthenware generally will be restored to the mckinley ad valorem valoree rates the mckinley rates on glassware are have been restored though wi with th some important changes the duty on tin plates is placed at iya 1 cents per pound under the mckinley law it was 1 2 2 io cents and in the present it Is 1115 11 15 cents on steel ignots etc the classification of the present law is the same and the duties are a compromise about half way between those of the mckinley and the present law on iron or steel wire known as crinoline wire etc the duty Is increased from 40 to 45 per cent with a proviso that articles manufactured from iron or steel wire shall pay the maximum duty on the wire and iya 1 cents per pound additional on anchors mill iron etc the rate Is increased to at 2 a cent per pound anvils are restored to the mckinley rates there is an entire new classification of penknives those valued at not more than 40 40 cents a dozen are dutiable at 25 per cent all other penknives having one blade 30 cents a dozen and 20 20 per cent all having two blades 1 der dozen and 20 0 o pc nt antall all having three blades 10 zo per dozen and 1 0 20 o per cent all ail having four blades or more 2 per dozen and 20 per cent on wares of iron steel or other metal enameled or glazed the rate Is increased from 30 to 40 0 o per cent cut nails are changed from lii per cent to 6 io 10 cents per pound horseshoe nails from froin 20 20 per cent to 2 cents per pound wire nails fairn 25 per cent to 1 i 5 8 and I 1 I 1 cent per pound according to size size spikes nuts and washers and horseshoes from 25 cents ad valorem valoree to i cent per pound needles for knitting or sewing machines from 25 per cent to i per thousand and 30 per cent all other needles not specially provided for from 25 to 35 per percent cent umbrella and parasol ribs etc are classified by number of ribs and specified duties are imposed equivalent to the present ad valorem valoree of so 50 per cent the mckinley rates are imposed on german silver brass and copper except that copper in rolled plates will be 2 cents per pound instead of 35 per cent and sheathing of which copper is the principal component 2 cents per pound instead of 35 per cent mckinley rates rater are restored on gold leaf silver leaf lea I 1 and lead ore anil and lead mckinley rates arc restored on pins and type in metal etal chronometers Chrono meters are increased from froin to 10 per cent to 40 40 and watches watcher and clocks from 25 5 per cent to 40 mckinley rates are restored on zinc in the lumber schedule all of the paragraphs incorporated in the free list of the present law lan are arc restored to the dutiable list at the mckinley rates with the exception of white while pine which is now classed with spruce and pays 2 per 1000 feet instead of 1 I 1 as under tile the mckinley law A abuse is inserted providing tor for an additional duty of 25 per cent ad valo rem on lumber to be imposed and on all sugars from countries paying bount bounties les all ai additional duty equivalent to the net bounty in excess of any special tax imposed Impose dby by such country the tax on confectionary valued at ll it cents or less per pound and on tinctured colored or adulterated sugars is made to 10 cents per pound and 15 percent on confectionery not specially provided for so 50 per cent ad va
