NOTICE IS HEREBY GIVEN that a public hearing will be held by the L'tah Transit Tran-sit Authoritv on Thursday, March 31. 19S3 at 4:00 p.m. in the Meadowbrook Board Room. 3600 South 700 West, Salt Lake City for the purpose of considering a project for which Federal operating assistance under Section 5 of the Urban Mass Transportation Transporta-tion Act of 194, as amended, is being sought, generally described de-scribed as follows: A. Description of the Project 1. Federal transit operating operat-ing assistance is sought by the L'tah Transit Authority for operating expenses incurred in-curred by the Authority during calendar year 1982. 2. the service area for which aid is sought is comprised com-prised of Salt Lake, Davis and Weber Counties. 3. Total estimated project pro-ject cost is S22.439.547. The Federal share requested is $4,059,001. The Local share of S13.682.880 will be provided by UTA from sales tax revenues as authorized autho-rized by statute under the Utah Local Option Sales Tax-Public Transit Allocation Alloca-tion Act of 1974 and subsequently subse-quently approved by referendum re-ferendum in Salt Lake, Davis and Weber Counties. 4. As part of this project, the UTA intends to exercise exer-cise a substitution option utilizing Section 5 Tier IV Capital funds at a discounted dis-counted rate to obtain $405,901 in federal operating operat-ing funds beyond the FY83 cap level. A total of $434,945 is intended for transfer from Tier IV into operating funds with no negative impact on the UTA's capital investment program. B. Relocation No persons, families, or businesses will be displaced dis-placed by this project. C. Environment This project will not have a significant environmental impact upon the transit service ser-vice area of Salt lake, Davis and Weber Counties. P. Compielifiislve Plniiiiliig T his project is in conformance conform-ance with comprehensive land use and transportation planning for the area and is consistent with the adopted programming of projects in the current Transportation Improvement Program for the OgdenSalt Lake City urbanized area(s). L. Elderly and Handicapped This project takes into consideration the special transportation needs of the elderly and handicapped by including the expenditure of an average annual dollar amount equivalent to a minimum of 3.5 percent of the financial assistance that the OgdenSalt Lake City urbanized areas receive under Section 5 of I he UMT Act in specialized door-ro-door transportation service for wheelchair users and semiambulatory persons who cannot access the regular reg-ular UT A bus and by maintaining main-taining a policy of half-fares for elderly and handicapped handicap-ped persons using the regular regu-lar UT A fixed route service. ser-vice. F. Charter Bus Operations The mass transportation operator to be assisted under this project does not engage in charter bus operations oper-ations outside its transit service area andor did not derive more than $ 1 5.0(H) from charter bus operations during its more recently completed fiscal year. G. School Bus Operations The mass transportation operator to be assisted under this project does not engage in school bus operations opera-tions exclusively for the transportation of students and school personnel. H. Private Enterprise The Utah Transit Authority Au-thority through this project will have no negative impact im-pact on private enterprise. II. At the hearing, theU TA will afford an opportunity for interested persons or agencies to be heard w ith respect to the social, economic, and environmental environ-mental aspects of the project.
