Show TAX BILL NEXT TO BE CONSIDERED FOUR SEPERATE REPORTS TO BE PRESENTED BY MEMBERS OF COMMITTEE Mellon Surtax Schedule Is Doomed to Defeat Say Republicans of Washington; Both Parties Fighting Hard Washington. The revenue bill providing pro-viding for complete revision of the federal taxes and for a 2G per cent reduction in 1923 personal income taxes, payable this year, will reach the hous-e from the ways and means committee soon and will then be taken tak-en up for debate. An indication indica-tion of the fight which will be made ; on the bill, particularly its income I tax rates, which are the same as sug-gested sug-gested by Secretary Mellon, was giv- en Sunday in the announcement that four separate reports would be made by the committee members, j There will be three reports from the Republican members and one signed by the eleven Democrats of the committee. Chairman Green wiil submit the Rpublican report, but an additional one will be sent in by the eleven Republicans of the committee who voted for the Mellon rates, arguing argu-ing more vigorously than the chairman chair-man for the maximum surtax rate of 25 per cent. Representative Frear, Wisconsin, Republican insurgent, al-I al-I ready has made public another report I in which he argues against any reduction re-duction in the surtax rates and for a great cut in the nominal rates. The Democratic report will demand lower tax rates and higher surtax rates than carried by the bill aid additional ad-ditional exemptions. Republicans, throught Representative Representa-tive Longworth, Ohio, tho floor leader, lead-er, have admitted the Mellon surtax rates are doomed. Mr. Ixmgworth conveyed this message to President Coolidge Saturday after Representative Representa-tive Rcgg, Ohio, had completed a poll j of the Republican membership.
