Show WILSON'S MESSAGE TO RUSSIANS Declares United States Will Extend Every Material and Moral Assistance. Washington. President "Wilson sent to the members of the national council coun-cil assembly at Moscow on August 21 assurances that this government is willing to extend "every material and moral assistance" to the government of Russia. The message cabled by President Wilson follows : "I take the liberty to send to the members of the great council now meeting in Moscow the cordial greetings greet-ings of their friends, the people of the I'nited States; to express their confidence confi-dence in the ultimate triumph of ideals of democracy and self-government against all enemies within and without, and to give their renewed assurances as-surances of every material and moral assistance they can extend to the government gov-ernment of Kussin in the promotion of the common cause in which the two nations are unselfishly united.
