Workmen and Soldiers who Had Planned to Overturn Provisional Government Heed Advice of the Foreign Minister. retrograd Danger of a revolt which might result in the downfall of the present government seems to be over, for the present at least. The council of workmen's and soldiers' sol-diers' delegates has accepted the government's gov-ernment's explanation of its May day note by a vote of 34 to 19. and has decided that the incident is closed. The anti-government street demonstration demonstra-tion was completely swamped by a gigantic pro-government demonstration demonstra-tion on Fridayl evening. There were some clashes but no serious incidents. The appearance of Cabinet Ministers Minis-ters Milukoff, Shiugaroff and Nekra-zoff Nekra-zoff and their addresses from the steps of the palace to the assembled crowd at midnight, in which they explained the meaning of the recent note, appeared ap-peared to have the effect of abating the antagonism of the rank and file of the populace, who, during the arter-noon. arter-noon. marched with banners demanding demand-ing the resignation of Foreign Minister Milukoff. The words of the ministers were roundly cheered at times and there was almost no unfriendliness in evidence. Whether the conciliatory spirit developed de-veloped in the secret session is progressing pro-gressing within the ranks of the council coun-cil remains to be determined. The meeting of the troops before the Marinsky palace apparently was the result of a misunderstanding created by agitators who used the government gov-ernment note to excite the soldiers. A majority of the soldiers, however, have shown that they fully understand the best interests of democracy and only a small minority has taken part in the anti-government demonstration. |
