Mr. Bryan's proposal, coming as a surprise to most of the members of I the committee, has been taken by many of the senators as the first pro-j pro-j nouncement of a general policy on the ' part of the administration to extend I American control over! the countires j surrounding the Panama canal, and to I assure tlie stability of Central Ameri-I Ameri-I can republics, and the domination by j the United States of .theii relations I with other great powers. |
