Show Four Point Traffic Safety Plan Outlined Utah State Road Commission Commis-sion Publishes 4S Pag-a Manual of Sug-g-ested Procedure Pro-cedure for Communities A model program of traffic safety saf-ety activities for Utah communi-i.cs communi-i.cs was announced today by W. D. Hairmcnd. Chairman cf the Utah State Road Commission. The pro-r pro-r am, describing' a four-point at-ac.k at-ac.k r.n automobile accidents, is obtained in a 48-page manual, "Cheating Safer Camtnunities," published by the Utah State Road Or.T.missiou. The manual tells how to set up a community traffic safety organization organiza-tion and presents a series of procedures pro-cedures for reducing accidents by removing their causes. According to Chairman Hammond the suggested procedures are based cn accident control techniques tested In cities having outstanding safety records. Commenting cn pidbication of the manual, Mr. Harmmond said: "This program Is devised not only as a guide for accident reduction but it presents methods of relieving reliev-ing congestion and otherwise obtaining ob-taining a greater degree of traffic control. We are coming to realize that there is reciprocal relationship relation-ship between traffic accidents and traffic inefficiencies. As we faclli-'ate faclli-'ate traffic, we make it safer. Copies of the book will be mailed mail-ed today to city and town officials, onlice executives, school authorities, authori-ties, judges, officers of civic organ-l"ations organ-l"ations and outstanding citizens Interested in traffic accident prevention. pre-vention. All will be urged to consider con-sider the application of .the plan in their communities. They will be asked to fit it into traffic safety saf-ety activities now in operation ot to use it as a basis for safety programs pro-grams under consideration. . ' ' v The four basic features of tlv Road Commission's suggested prrs gram, include the preparation and" use of accident facts, the extension exten-sion of child and adult education, improved enforcement of traffic laws, and better engineering for traffic safety. The organization of a Citizens' Traffic Safety Committee, Commit-tee, where no such comlmittee now exists, is called for. This committee commit-tee Is urged to work in close cooperation co-operation with municipal and town authorities, the police, the schools and the courts. Where possible, the appointment of the committee's chairman by the mayor or corresponding corres-ponding authority Is recommended. "Creating Safer Communities" is divided into five parts. Part one, entitled "Getting the Program Un-cr Un-cr Way," describes in detail the p elimlnary steps for organizing the Citizens' Traffic Safety Committee. Com-mittee. It tells how the ground work fcr a community program should be Inaugurated with the appointment of four committees for action. Part two deals with the work of a sub-committee chaiged with the duty of getting accident facts. This committee, It is recommended, should consult with police authorities author-ities cn the use of standard procedures pro-cedures for reporting, tabulating and analyzing all accidents that occur in the community. The committee com-mittee is urged to investigate the causes and extent of such accidents and report their findings to other cooperating sub-committees at work on the educational, enforcement enforce-ment and engineering phases of the problem. Part three, dealing with the educational edu-cational program, recommends dividing di-viding the education committee into in-to two parts, one for adult and one for child activities. Activities described des-cribed as of lnterst to adults are posters, motion pictures, radio programs, pro-grams, newspaper and magazine stories, mass meetings and others. A school program with methods of safety education which can be taught In the primary grade and in the high schools described. School boy patrols, class room and playground play-ground discussion, traffic safety and good diving courses for high sohools are among the recommendations. recommen-dations. Part Four takes up the functions of the enforcement committee, urges the organization of accident Investigation squads and recommends recom-mends Intensive training of certain police officers in such work. The principle of selective law enforce-rrnt. enforce-rrnt. which concentrates enforcement enforce-ment where It Is needed most, Is explained and recommended for use under certain circumstances. The place of the courts in the traffic control program and the improvement of relations between court and police authorities are also treated. Next it describes the p ccedure for analyzing and studying study-ing the worst accident locations in the community. There is a discussion dis-cussion of rerouting traffic and of the rig'at and wrong conditions for establishing throughways. A sixth part deals with traffic surety activities which are applic--ble strictly to rural communities. The manual pcints out the necessity neces-sity for work in these areas, and suggests means of modifying the recommendations made for urban communities. It is emphasized throughout that all the committee activities should be carried on with the goal of es-Ublishing es-Ublishing a permanent safety organization org-anization equipped to continue the work and to meet new situations as htey arise. The book is illustrated with photographs, pho-tographs, drawings and diagrams, r, contains a special reference section sec-tion and a blue ptint organizational chart. Publication of "Creating Safer Communities" was made possible, it was stated, through the cooperation coopera-tion of the State Road Commission and the National Conservation Bureau. Bu-reau. The latter is a non-profit organization established by leading stock casual'y insurance companies to aid accident prevention and has gained nationwide recognition for its work in traffic safety. |
