Mail distribution reduces number num-ber of volunteers required to handle applications and books, eliminates travel by applicants to and from registration sites, saving time, gasoline, tires. Book two could not have been distributed by mail since it involved in-volved removal of stamps for excess ex-cess stocks. Mail distribution of Book Three is possible because it requires no such tailoring. In announcing distribution of Book Three, Administrator Brown said: "Active imaginations and busy tongues sometimes with quite definitely selfish motives in mind will seize upon the issuance of Book Three as a golden opportunity oppor-tunity to spread a crop of rumors. rum-ors. These rumors will have no foundation in fact. Book Three is a replacement book. It contains con-tains a new supply of stamps to take the place of those now being be-ing used up. Step on rumors hard." |
