hite september the road promoted and paid for by the utah department of publicity and industrial development provides access to mineral deposits new farm lands range lands and some of little known but spectacular scenic areas the road provides a loop route through the wayne wonderland to the colorado river terry ferry crossing at hite and thence to the national bridges blanding monticello moab the arches national monument and back north more than three hundred residents of san juan wayne and garfield Garil eld counties were in attendance at the pr program held in the shade of tig fig pomegranate and cottonwood trees on arthur chaffins Chaff lna ranch at hite building access roads governor herbert B maw in an inspiring talk before the group sal said d some pertinent things relative to the publicity departments building of access roads into scenic industrial and mineralized regions some of which are given as follows 1 I am going to tell you about a problem here ever since I 1 can remember I 1 have heard people talk as they have today about the parts part s of utah that someday will be visited by tourists who will come from all over the world tho the more I 1 go through 41 this S tate state the more I 1 am convinced of this but what chance has a tourist of getting to see any of it when you come right down to it so tar far as I 1 am able to see neither the state nor the counties nor the tha clues cities have ever done anything up to now to make it possible for the tourist to see bee anything that we actually have instead it has been necessary tor for the state the county and the city governments to put their road building money into highways to get from town to town not in opening and developing scenic areas A hore for every tourist the only places the tourist can really visit is temple square in salt lake city and bryce canyon and zion canyon BO be where else can a tourist go unless he gets on a horse it Is true that we have tile the most wonderful scenery in the entire nation but we have never dons done anything towards making it possible for a visitor to get in and see it because of 0 that c condition on soon after I 1 became governor I 1 wrote the bill which created the department of publicity and industrial du development in that bill it Is provided that one ot the responsibilities of that department part ment was to develop state parks and roads into those parks parka and to promote the industrial phase of utah life when that bill was presented to the legislature it was passed with noro nono or few dissenting votes then came the war and the department was not able to do much along the lines of its re until the wars end would influence legislature now the department la is financed in this way the th e money we all spend for an automobile license plates creates a fund that goes to the state tax commission and after the collection costs are met Is distributed to the cities and counties for use on class B and 0 roads the remainder which amounts to about goes to the department of publicity and industrial development when the next legislature meets it Is going to be faced by an organized effort from different groups Nince the legislature that the publicity department should not receive money to build access roads into scenic areas propaganda to hear the propaganda on diversion of road funds one becomes misinformed raisin formed there la is no diversion of road funds for any purpose the only so eo called diversion Is the use of license plate money for the operation of 0 the publicity department which in turn spends it on scenic roads loads like this right now this license plate money Is being spent to build a road over the original mormon pioneer trail into utah a road that will be part of the great centennial celebration that Is where tho the license plate money is going that la Is the type ot of expenditure call diversion dh erslon of funds may neier get to areas the legislature will be worked on very hard to take the money away from the publicity department it if so BO we will never get roads loads into these isolated scenic areas now that la Is the situation yet you read where some of the organized groups do not want money spent on highways to scenic areas it Is the purpose of oe the publicity department to see to it that roads are aie built into our or scenic areas in utah I 1 into historical spots and scenic attractions tr so that they can advertise to the world that here Is tile fin finest est recreation creation le area in tile the nation and invite tourists to come hers
