beaver Is speaker of house housa salt lake city both branches of the twelfth session of the utah legislature were organized by the democrats in less than an hour at the ahe opening meeting on january 8 in the lower house the organization was effected unanimously by acclamation cla mation mailon every member having been elected on a straight Dem democratic democrat ocra le or fusion ticket three holdover members of the upper house offered a feeble resistance to almost every proposition submitted by the majority but in the end voted that tho the action of the majority be sanctioned unanimously senator J W funk was elected president ot of the upper house by a vote of 14 to 3 the republican members having caucused caucuses caucus ed as solemn solemnly lyas as though in control and selected senator don 13 colton of uinta county as their candidate for the presidency representative J frank tolton of beaver county was elevated to the of the lower house by acclamation cla it Is generally believed that early action will be secured on the prohibition and public utilities measures the statewide state wide prohibition bill to be submitted to the legislature will provide that the sale manufacture and possession of intoxicating liquors in the state shall be prohibited two exceptions are made grain alcohol may be obtained for scientific ind mechanical purposes and fermented wines for sacramental purposes by application to the district ourt medicinal purposes and physicians prescriptions will not be recognized having intoxicating liquors in ones possession is deemed an infraction of the law and the right of search and seizure Is granted sending liquors across the state line into utah for purpose otherwise than specified in the bill Is deemed an infraction of the law one is barred from giving intoxicating liquors away bootleggers and those having liquors in their possession are not distinguished elslie ul slie A under the law the penalty Is fine and imprisonment tor for the fir first st offense and penal servitude for the second A commissioner of prohibition Is to be employed at a salary of a year the public utilities measure will provide that the commission shall be composed of three members whose sal iry shall be a year each the commissioners are to be appointed by the governor with the advice and consent of the senate and may be removed by him tor for cause only two commissioners shall be of he same political belief the commission shall have the power ower to regulate rates service harges tolls conduct and business of iny railroad or public utility in the state tt t t it shall have the power to cause systems of accounts to be established and cause utilities to file schedules of rates and reports on their business as often as the commission may mav re auire corporations to come under the jurisdiction uris luris diction of the commission tire are sommon carriers pipe line companies gas companies electric companies telephone tel ephon and telegraph companies water companies smelting smelling sm elting corporations warehousemen cold storage companies coal and oil companies cement companies flour mills sugar companies packing houses creamery and sanning co companies and salt companies and all other corporations which tho the commission may find to have bontol of a given business representatives from the southern part of the state are to make a hard fight in fit the legislature to have sufficient appropriations made by the legislature to complete the grand canyon highway which it Is proposed shall run from salt lake south to the grand canyon of the colorado by way of cedar city st george and the arizona arisona strip and return by way of kane garfield Gartl eld plute flute sevier and sanpete counties the southern legislators claim this Is one of the most important subject to be threshed out before the legislature As the democrats have planned it senator C L olson of salt lake will introduce the public utilities bill and senator joseph chez will introduce the statewide state wide prohibition hil whether there will ill be any changes in this plan Is not certain senator W W armstrong of salt lake county will introduce a number of proposed efficiency and economy bills during the session senator frank evans E vans will also introduce a public utilities bill and there will be a flood of athert b
