of the state of utah as amended at the general election in 1930 to read to as follows SECTION ECTON I 1 all tangible property in tb the state not exempt under the laws law of the th united states or under this constitution shall hall be taxed in proportion to its value to be ascertained as provided by law th property of the un united itea states state of the state staff counties counti cs cities property used tot foi generating and delivering electrical power a portion of which is used for furnishing power for purn pumping ping water tor for irrigation purposes on lands land in the th state of utah may be exempted from taxation to the extent that such property la is used for such purposes these exemptions shall accrue to the benefit of the users user of water to so pumped under such regulations as the legislature may pres prescribe the taxes of the indigent poor may be remitted or abated at such tunes times and in such manor maner as may be provided by law the legislature may provide for the exemption from taxation of homes homesteads and personal property not to exceed 2000 in value balu for home and homesteads and for personal property property not to exceed in value owned by di disable persons who served in any ant war in the military service ice of the united states or of the state of utah and by the unmarried widows and minor orphans of such persons may tx be exempted as the legislature may provide the legislature shall pro provide iride by law for an annual tax sufficient with other sources source of revenue to defray the estimated ordinary expenses ot at
