the next few days the authority of the president P res i himself will be heard in this major anti inflationary move and he will follow up with a message to congress calling for a drastic tax and profit limitation bill here are the features which wh ic h OPAs OP policymakers policy makers are known to be considering prices will be those charged by the seller during a base period in all likelihood the month before april 1 1942 OPAs past trends indicate that it m may ay start from the hat flat assumption that increases in production distribution and transportation costs since october 1 15 1941 are adequately covered by the march 1942 price levels sellers must continue to charge the same price that they charged on the base date for the same type of goods to the same purchasers if the seller cannot use this method then his listed prices can be used if he has no listed prices then he can use the prices for similar commodities and make an adjustment for the normal norma 1 differential diff er existing between the similar commodity and the one he wants to sell if there are several similar commodities then the s seller eller may be required to use the lowest of the similar prices A special formula however will have to be worked out tor for prices which were depressed during the base period or which were seasonal and therefore abnormal in such a general freeze there will have to be some exceptions undoubtedly special items such as works of art will not be involved some services like hotels and restaurants tau rants may not find th their air prices frozen OPA probably w will ill not touch commodities where the fixing of the retail price would force a fixing of prices at the previous level of production this would be true in the case of cattle prices prices for farm commod commodities iti es Y brass rass mill products ores and concentrates enforcement will be a tremendous task whatever the form OPA will require conspicuous post ing of prices in all retail establishments successfully Success full enforcement will also require a thorough inventory of stock to be made by each retailer and reported to OPA OP A an educational campaign aimed at the consuming public will explain the method of fixing prices and how violations are to be reported consumers and trade groups will be enlisted as active enforcement agencies employment president
