an any y charter so framed shall be submitted to the qualified electors of the city at an election to ta tle be held at a time to be t ermin ra by t the he charter commission w h irh shall be not lesi than sixty days sub s e to it completion and distribution amon r the electors and not more than one year from such date alternative provisions may valno be submitted to be hotd upon separately the commission adall male provisions for the distribution of copies of the proposed charter and of any alternative provisions to the qualified electors of the city cily not less than sixty days before the election nt at which it is voted upon such proposed charter and tuch such alternative provisions as are approved by a majority of the electors voting thereon shall become an n organic law of such city at suh such time as may be fixed therein and shall r liny any existing exis tinz charter and all laws law affection affect in z the organization and government of such city which tire are now in conflict there therewith within thirty days after its approval a copy of such charter as adopted certified by the m mayor layer and city recorder and lilith authenticated bitica ted b by the seal of notice notice of such charter amendments to any such charter may be framed and submitted by a charter core mission in the same manner as provi provided dei for making of charters or may be proposed and to 9 grant local public utility franchises and within its it powers regulate the exercise thereof c to make local public improvements and to acquire by condemnation or otherwise property within its il corporate limits limit necessary for such improvements and also to acquire an excess over than that needed ea I 1 for any such improvement and to sell or lease such excess property with restrictions in an order to protect and preserve tho the improvement pro d to issue and sell bonds on the security of any such excess property or of ony any public utility owned by the city or ol of the th revenues revenue thereof or both including in th he case of public utility a franchise stating ing the terms upon which in case of foreclosure the th purchaser may operate such ouch u utility i
