Show Totals Reported by Private Tax Re search Group on Summit County Properly Taxes Imposed In 1972 Total property taxes imposed in Summit County last year amounted to$l,466,774, according accord-ing to an analysis prepared by Utah Foundation, the private tax research organization, from data assembled by the Property Tax Division of the Utah State Tax Commission. This represented an increase of $98,830 or 7.2 from the 1971 property tax total. Throughout the state, property prop-erty taxes rose by $1,328,000, or 0.8 last year despite the fact that the average mill levy in the state declined by 3 14 mills last year. This seeming contradiction is explained by the fact that the property tax base in Utah grew by nearly 5 in 1972. Utah's total assessed valuation passed the $2 billion mark last year. Foundation analysts observe that the average mill levy imposed im-posed in Utah has leveled off somewhat during recent years after two decades of substantial increases. Between 1955 and 1965 the average mill rate in Utah rose by 48 and the in crease between 1945 and 1955 amounted to 60. The 1972 levy, however, is only about 2 above the 1965 level. Last year there were nearly 400 separate governmental units in Utah that had the power to impose property tax. Included Includ-ed were the state of Utah, 29 counties, 40 school districts, 215 municipalities, and 114 special spec-ial districts. Because of the overlapping boundaries of some of these districts, there were 509 separate taxing areas in the state where a different overall tax levy is possible. Total levies ranged from a low of 45.191 mills (45.19 per $1,000 assessed valuation) in one unincorporated un-incorporated area of Rich County Coun-ty to a high of 121.13 mills in a portion of Ogden City. Schools continue to receive the largest share from property prop-erty tax receipts. According to the Foundation report, state and local property taxes levied for the support of public schools in Summit County last year totaled $1,080,229. This was equal to 73.6 of all property taxes imposed in the County. Taxes for county purposes amounted to $212,781 (14.5 of the total), municipal taxes were equal to $149,657 (10.2), taxes imposed by special improvement improve-ment districts totaled $21,280 (1.5), and bounty taxes amounted amount-ed to $2,827 (0.2) in 1972. Throughout the entire state, school taxes (both state and local) accounted for 61.2 of the total property tax load last year. Property taxes imposed by county governments were equal to 20.9 of the total, city and town taxes amounted to 13.0, taxes levied by special improvement districts totaled 4.8, and bounty taxes accounted ac-counted for 0.1 of the Utah property tax load in 1972. Owners of commercial and industrial property paid $751,012 or 51.2 of the total property taxes charged inSum-mit inSum-mit County last year. This compares com-pares with property taxes of $367,494 (25.1 of the total on residential property), $70,614 or 4.8 on motor vehicles, and $264,093 (18.0) on agricultural property (farm real estate, farm buildings, machinery, and livestock). The Foundation analysis points out that for the state as a whole, approximately 51 of the total property tax burden in 1372 was borne by owners of commercial and industrial property, 35 by owners of residential property, 8 by owners of motor vehicles, 5 by agricultural property owners, own-ers, and 1 by owners of other types of property. |
