According to Taylor, the. clerks office of the United States District Court for the northern district dis-trict of California is badly Involvod by tho disclosures. Jew Loy Sing 13 specifically accused accus-ed of altering and changing a public document by substituting the photograph photo-graph of an unknown Chinese for that of Gee Jung Kee in the court record cf a habeas corpus proceeding which bad resulted In tho admission of th letter to this country. Taylor declared de-clared that substitution has been practiced upon no less than 300 habeas ha-beas corpus records In the District Court clerk's office here. In some caees more than one substitution was mado in the same record until it has btcome practically Impossible to trace the original.
