Show ADJOURNED WITHOUT RATIFYING TREATY Washington, Jan. 27. After devoting devot-ing more than four hours to a consideration consid-eration of the Canadian waterways treaty today, the senate adjourned without having made any substantial progress in the ratification Most of the time of tho executive session ses-sion was consumed by Senator William Alden Smith, who insisted that the treaty should not be ratified without a provision fixing a division of tho interests of Canada and the United States in the G,203,000-ton horse-power produced by the rapids in tho St. Mary's river. Senator Lodge defended the treaty on the ground that the disposition of water rights related to a question of boundary and could be settled later. Mr. Lodge was supported by Senator Sena-tor Carter of Montana. Senator Hey-btirn Hey-btirn of Idaho sustained Mr. Smith, |
