By a vote of 46 to 24 the senate today adopted Senator Knox's amendment to tho , Lincoln Centenary resolution, ap-1 proprlatlng $50,000 for a Burvey of 'The Lincoln Way," between Washington Wash-ington and Gettysburg and declaring the act to be with a view to the construction con-struction of a suitable memorial to Abraham Lincoln, An amendment by Mr. Newlands to create a "Council of Arts" to con- nMnr'nlmiK for tho hlchWRV. Wa voted down. Mr. Heyburn expressed fear that tho matter might be placed in the President's Presi-dent's hands to the exclusion of congress, con-gress, but Mr. Knox said his amendment amend-ment was so drawn as to leave the matter with congress. Mr. Heyburn referred to tho President's creation cf an art commission and pointed to thw way the executive's action had been received by tho public. Mr. New-lands New-lands contended that the President had only intended to recommend legislation and did not undertake to place tho commission on a legal basin. Mr. Burkett charged that a real estate es-tate Speculation was involved in the proposition for a highway from Washington Wash-ington to Gettysburg. lie preferred a public building in Washington.
