Show ENDORSEMENT OF DES MOINES PLAN Commissioner at Des Moines Declaree System Is an Unqualified Success. Salt Lake, March 2. The claim has been advanced by some of the opponents oppon-ents of tho Des Moines plan of civic government that defects had been shown by Its operation in Iowa cities. To set at rest all doubts a committee representing the Cllc Improemont league yesterday telegraphed John MacVlcar, one of the Ave Des Moines commissioners. The telegram sent by W. R. Wallace for the committee was as follows: "John MacVlcar, Des Moines, la Legislature considering Des Moines plan. Opposition claims serious defects de-fects developed in operation in Iowa cities. Pleae wire your opinion. "WILLIAM R. WALLACE." The answer or Mr. MacVlcar enuio quickly and teadily. It reads: "Des Moines, la... Feb. 28. William R. Wallace, Salt Lake City. Utah. Ni defects have developed in Des Molnen plan. Every city department showa Increased efficiency because business methods are permitted under it. Dei Moines Register and Leader or last Friday says editorially. 'DeB Moines has made strides of progress under Its new svstem of city government. Under Un-der it the people have absolute control con-trol and the city council is under compulsion com-pulsion to give good government that no city council governed by old plan Is under.
