By Tho most Important ploco ot legislation legis-lation pulled off in tho . lower house yesterday wa the passago of the bill prohibiting the playing of football upon the grounds of any public institution insti-tution of the state or the organizing of football teams in connection with any educational institution in Utah-There Utah-There was quite a littlo discussion of the measure but In tho end .it went through by a vote of 25 to 15. A number num-ber of members took occasion to explain ex-plain .their votes and some strong speeches were made, both for and against the bill. Hugh A. McMlllln ridiculed the idea that the game was dangerous and D. C. Ashton referred to It as a necessary part of college and school life, making for the inculcation incul-cation of manly ideas and generally beneficial to the student bodies. W. S. Hansen, the father of the bill, dealt mainly In figures In his speech in support of the bill. According to Mr. Hansen's information, the average death rate per year as a result of injuries in-juries sustained on the gridiron, was 15, while last year 338 persons were injured in the game. He stated that in many schools and colleges things wore getting to such a pass that students stu-dents neglected their studies for the game and in some coses did not study at all. When It came time for Speaker B. W. Robinson to vote, Mr. Robinson stated that after having -been actively connected with college life, both as student and master, he was convinced that while there might have at one time been ground for such objections to the game, he was convinced that the agitation against it had 'already accomplished the desired result and that hereafter students and teachers would agree that class work came first and football after. He then voted against the passage of the bill. The senate accompllsed an active day's work and a number of other minor measures passed the lower house. A sifting committee consisting consist-ing of Representatives McCracken, McRae, Baker, Holman, White and Allen was appointed by the chair, and today will take charge of all bills ia committee, " The trip to Bingham, scheduled for today, was declined by both houses on account of the amount of work remaining re-maining unfinished and on account of the inclement condition of the weather weath-er in the camp Bills Passed.
