WASHINGTON, Jan 25 President Harding had under consideration today to-day a proposal that the United States i negotlute u new treaty with Germany to create a commission for arbitration of private damage claims growing out of the world war. Suggested at a White House dinner conference Tuesday Tues-day night between the president, Secretary Sec-retary Hughes, and Republican leaders" lead-ers" of the senate and House, thfe proposed pro-posed arbitration treaty, while undei stood not to have been definitely decided de-cided upon, was paid to have been favorably fav-orably viewed by the president as providing pro-viding a substitute for arbitration rights reserved by this country under Us separate treaty with Germany. While these rights give the L'nlted Stales opportunity to Join with the allies al-lies in arbitration commissions, under the Versailles treaty. It was said to I have been Included that American participation hi these commissions would be Impracticable, chiefly on account ac-count of the hostility of many Republican Repub-lican senators to any sort of partlci-pation partlci-pation under the Versailles pact.
