Show THE WATER in A in yesterdays yester daya ini uc to the pro eject now on foot IA to eulily bius efly alf oglan with water thus ila oo 00 from hw agn i lili ty and placing it in i public oarn ilist not care ilio I it iri city or ly long o it J cwm art i i y ki k i pushed without delay waterworks Water works havo been n standing necessity with us for many acar and we venture to lay that had the construction thereof been undertaken ten years ago it could have been more easily accomplished than at the present time through delay our water privilege have been taken us to such an extent that it is now doubtful it an adequate supply osgood pur water can be obtained even through purchase and as tho city does not feel justified in taking the matter in hand of two or three years to combat the expiration of which time heir present claim would be invalid wo are decidedly in favor of something being done through a private company if it can be reached at once if the city backed by the citizens at large can take the matter in hand koiv and prosecute it vigorously to a success ful completion then we would be decidedly in favor of the cay doing iland we joel confident that every man who has sufficient public spirit and enterprise to join a private company in accomplishing the desired object will feel as we do but what inducement let us ask not to say justification can our city fathers find for undertaking a measure so important and expensive A little over a year ago a petition waa prepared and aun signed asking the city to construct a bewer along main and fourth streets it wag hailed a a public of great necessity and almost made a condition upon which a i i some of the present council ace chosen no sooner was the work completed and a pro rala tax of of alie expense aneed instead of the whole amount it provided by law than a great outcry wa denouncing the measure m aru and not warranted by law the result wa that the and broere sivo oil it of our city fathers received a decided check and well it might after lucli i reward yet we eel confident that our public men are ready and willing to undertake any measures for improvement in the citizen at largo will and upon which they will bestow not only their moral but up port water works can only be erected here nt a groat cost and the must eventually borno by the citizens money could be raided readily upon the city s biondi but the interest accruing thereon and in time the principal thereof would be drawn from the taxpayers tax payers now tho question adires in tho minds ol 01 some of our leading men will the future inhabitants of city commend or condemn tho power which places this debt upon jiem we eay that it is no laore than right for those who in ten twenty or fifty years hence will enjoy the benefits of a gcoy water system here to bear portion of the original expense of the same but all do not view this matter alike some say we must not make any improvements beyond our present capacity to pay for the game without going in debt tins policy if it biad been strictly pursued would leave placed the majority of american cities fifty years back of where they are today to day we presume that no city in the union has built water and gas works without going in debt and certainly it we are await that period in our cites liln tory ahei we can do so of ourselves alone these much needed improvements will never be made the cites income now ig barely sufficient to meet current expenses and oilier needed improvements and to raise the adequate fund to pay for said works BA they proceed by taxation would bo a burden to we inow iho cill ena would not quietly sub mit Then what to be done kitlica borrow money on tho bondi of the city or grant such privileges to a private company aa will protect them in the expenditure of the adequate capital and at same lime place upon them euch restriction aa will ablord ample protection to all parties using tha water ali can bo done for to admit eliat tho power conferring privileges cannot reg ulato the would bo a great absurdity the spring valley water of san francisco received a charter from the legislature of california for a long period and that body reserves the right to regulate the water raten but for gome causo U hag not seen fit to exercise it tho charter asked for by tho ogdan city water company for a period of twenty the works are to revert to the city upon he pay payi i duent of a I value said value to be determined by a corn mission appointed by the city and company conjointly furthermore it ia expected that tho city will leave full power o regulate degree iha pasca of katr can only be by the cokl of the and the expense of keeping tho tome in repair should abuses occur from any ever they cannot last forever for at the expiration of the the city odthe work themselves A we view it the tamo ix nan would bo conferred upon the citren of ogden through the erection ot these works by a company a would accrue to them were they built by tho municipality ahila the people will at the same time be free from taxation for a period of of bourso all parties using water rould expect to py a reason abla rate f he worlow owned by tho city and ho company could be alamid under such lions na would prevent cli argos by them at the expiration of tho period named tho city would bo argar wealthier and farbe laLU lt hy the company tl o works at remote period would fadly pidy not only ho running paw of tt ew biu a in upon alio money invested ali w hey would no do for at least ten after tho date of their completion ion we would therefore say in con elusion hat if the city can borrow money and build the work sat once and tho hearty operation cooperation co our citizens by nil means let it do BO but if it cannot then let private capital and private do it under adequate privileges and competent restriction |
