Tho department of agriculture In a ntatcmcnt, explains tho purpose of the legislation as follows: "Tho signing by the president of a bill directing tho secretary of war to transfer certain surplus army equipment equip-ment to the United States department of agriculture, as well as allotting certain cer-tain matorlal to other branches of v.c government, makes available for distribution dis-tribution to tho states millions of dollars' dol-lars' worth of machinery for use In highway construction. "Since there Is now available ::om all sources federal, state, county, etc. more than J 1,000,000,000 for load building,' the states aro anxious to se cure their allotments of these army supplies, because of the great assistance assist-ance they will bo In oxpodltlng tnolv road building. This matorlal is in addition to approximately 22,000 army motor vehicles which already have been allotted to tho states through the federal department of agriculture In accord with previous legislation. "As no definite estimate can bo made as to tho number of machines of different "kinds which the secretary of war will designate to bo 'surplus and not required for military purposes,', pur-poses,', as provided by the act.
