April S Declaring that the war with Germany was over and that congress should assert the fact, Chairman Campbell, of the rules committee, opened in the house today the fight for adoption of the Joint resolution reso-lution declaring the suite of war at an erfiil. The debate will close late tomorrow to-morrow to be followed by a vote on passage of the resolution. Tho first phase of the battle began on presentation of the special rule limiting debate to nine hours. Two hours were allowed for discussion of; the rule, the vole on which will give Uie first test of strength. People Wearied by Talk Mr. Campbell said the people were wearied by a year and a half of life under an executive with war powers in time of peace, and longed for the froc-dom froc-dom of a government with three separate sep-arate and independent branches. Passage of tho resolution, he continued, con-tinued, would put , the United States back on a normal basis. He added that grave domestic questions made the proposed action imperative. War Is Over "The war is over," he declared. "That is known to everyone. Congress is therefore within its rights Jn declaring de-claring a state of .war no longer exists. ex-ists. Autocratic war powers are galling tc a free .people in time of peace. It is the duty of congress to withdraw from the president the powers granted lo him for war purposes. Wc take no powers from him that belonged to hiin in time of peace. "Np one has suggested a possiblo justification or excuse for resuming a stateof war with Germany or for con-linuing con-linuing war powers in the presidcnl. He is left with tho utmost freedom to negotiate a treaty with the advice and consent of the senate as provided in the plain terras of the constitution.' . |
