Senator Johnson, of California, has replied to Herbert Hoover's statement of yesterday yes-terday asking as. to tho sonator's position po-sition on tho league of nations covenant. cove-nant. Ho says: ' "Tho league presented to tho senate by tho presldont which Mr. Hoover advocated last year, neither promotes peace nor reduces armament. During Mr. Hoover's advocacy of this league last year, ho never mentioned reser vations; on tho contrary, the tenor of his speeches was in direct opposition to any reservations. "With his candidacy canjo his change of heart, and for the first time we find him, when a candidate, never before, favoring reservations. These reservations last year, It was assorted, 'broko the heart of the world,' 'cut the heart out of the covenant,' cove-nant,' made us 'scuttle and run' and the 'slackers of the world.' "Mr. Hoover from apparent opposition opposi-tion to the reservation recently expressed, ex-pressed, now embraces the opportu-1 nlty 'to break tho heart of tho world' , and- 'cut the heart out of the vovo-1 nant.' I have consistently opposed thei pact as presented and with the roser-1 vations attached. I would welcome, of! course, any real attempt to promote pcaco and prevent war.
