Delegate from New York state to the Democratic Democrat-ic national convention at San Francisco Francis-co next month will recommend to the national platform committee acceptance accep-tance of a plank calling for universal disarmament as a means of establishing establish-ing peace on foundations that cannot be easily disturbed and of driving down the high cost of living. A resolution placing the delegates on record as in favor of such a plank was adopted unanimously by tho conference con-ference of delogates at the closing session ses-sion tonight. Charged With Dodging Issues. Failure of the conference to go on record on the prohibition question or the league of nations brought charges from Mayor George R. Lunn of Schnec-tady, Schnec-tady, and former Supreme Court Justice Jus-tice Samuel Seabury of New York that "tho Issues were being dodged." I Mayor Lunn suggested that Presi-1 dent Wilson's administration should be I endorsed and a definite stand taken ; on the league of nations. Seconding the suggestions of Mayor Lunn, Mr. Seabury' offered a-resolution which, if adopted, would have placed Now York's delegation in opposition to a "wet" plank of any kind in the na-1 tional platform. The resolution sought to have the conference declare that the' Eighteenth amendment "shall be fairly and Justly enforced, the same as' any other amendment." j Recommendations of the resdlutions' committee accpplod by the conference as possible plunks in the national platform include: Declaration For Adequate Wage. Declaration for a wage adequate tc maintain a reasonable standard of life, including the principle of a living wag for women in industry guaranteed and protected by law. Adoption of an amendment to the federal constitution prohibiting chilJ i labor. I Enactment of national laws forbid-'ding forbid-'ding tho employment of women or children at night In mines, factories or mercantile establishments. For 4S-Hour Week. An eight-hour day, or forty-eight hour week, and a weekly rest of at least twenty-four hours, which should include Sunday whenever practicable. These recommendations, Chairman Cockran of the resolutions committee I explained, were suggested by Governor Smith. Replying to the charges by Mayor Lunn and Mr. Senburr that Issues wore being dodged, former Congressman John J. Fitzgerald, a member of the resolutions coipmlttee, said the Democratic Dem-ocratic party at its unofficial Convention Conven-tion in February had endorsed the administration ad-ministration of President Wilson and had declared Itself for a speedy declaration dec-laration of peace and a league of nations. na-tions.
