"Immediately upon completion of their classification work and the rendering ren-dering of the last monthly report, which must be not later than December Decem-ber 10, local board records, which are public records of the federal government govern-ment of the United States, shall be sealed by the chairman of the local board by sealing up the cases in which the records as filed, and so sealed the records and cases shall be kept intact, subject to further orders from the draft executive or the provost mnrshal general. All papers and documents received re-ceived by local boards after the records rec-ords are so sealed shall be first clearly and plainly indorsed or stamped with the date of receipt and then placed in a separate file and held until further orders from the governor or the provost pro-vost marshal general." Local boards are directed by General Gen-eral Crowder that no further entries, alterations or additions may be made to the records of registrants of the class of 1917 and the June and Aug-1 ust, 191S. classes, except under condi-j tions and instructions to be issued I later. Following the classification of I registrants of September 12 of the 191 to 3G and IS -year groups, the samel rule will be applicable. Local boards! will not be permitted under any circumstances cir-cumstances to allow any person to) withdraw any papers whatever now!
