HULL, Wednesday, Nov. 27 British Brit-ish civilian prisonerc arriving here from Ruhleben, Germany, say that when they were leaving the prison camp there, a long written document was handed them by the Germans, appealing ap-pealing to them to intercede with the British people in behalf of the people of Germany who "have freed themselves them-selves from the chains of a barbarous barbar-ous system," and not to hold the Germans Ger-mans responsible for the deeds of their former autocratic rulers who are now utterly powerless. BERLIN, Wednesday. Nov. 27. (By The Associated Press) The German Austrian national council is negotiating negotiat-ing with tho Hungarian and Czech governments for the purpose of so-curing so-curing their co-operation in the publication publi-cation of diplomatic pre-war documents docu-ments and in an investigation into the responsibility for and conduct of the war, tho Vienna correspondent of the Vossische Zcitung reports.
