Pratt, chief of the federal bureau of foreign and domestic commerce at a luncheon given giv-en here today. He praised the part German capital and industry had , played in developing Russia, predicted they would continue after the -war, but declared the United States should recognize rec-ognize that Germany's greatest failure had been a neglect to win the sympathy sympa-thy of the Russian people. oo |
