Show PLAN TO AVERT LAOOR STRIKES Need of Early Precautions in Case of War Radicals to Start Trouble. NEW YORK, March 12. Plans for averting labor strikes in case of war were announced here today by the National Na-tional Civic federation and will be placed before the national council of defense. Conciliation committees composed jointly of employers, labor leaders and the public would be formed in ever indusiiial center. In this connection a statement by the civic organizations mediation committee com-mittee today said: Need of Precaution. ' There is need of early precaution on this subject, not only on account of the publicly announced intentions of certain radical organizations to promote pro-mote strikes and riots in every manufacturing man-ufacturing locality where they can possibly pos-sibly get a hearing, but also on account ac-count of the experience in England where it was found, after the South WTales miners' strike, involving 200 1 workmen, that the only means of settling set-tling and preventing strikes was! through such Aoluntary efforts, the munitions compulsory act having proved futile." |
