The other is tar more serious. It is the German Ger-man publicity campaign, which moves through a thousand intricate channels chan-nels and is aimed to discourage" with misinformation the Russian public. For a year past every Russian setback set-back has been followed by the promotion promo-tion of the same sort of Insidious propaganda, which starts simultaneously simultane-ously in a thousand different quarters. quar-ters. The attempt to destroy the Russian armies has so far proved ineffective, In spite of the superhuman efforts the enemy has made during the last three months. After each battle and after terrible loss, the Germans find themselves them-selves holding an empty city or fortress for-tress with the Russian army slipping out of their grasp without demoralization demoraliza-tion or confusion to fight again on another line. Obstacle to Success. It has not become obvious to the Germans that their greatest obstacle to success Is the heretofore unbreakable unbreak-able morale of these armies. They are now, with every method possible, circulating rumors intended to demoralize de-moralize the army and destroy the hope and confidence of the public. From the moment of Warsaw's fall this propaganda has been pushed with increased cleverness and Xorce both In the armies and all Petrograd circles. It la directed to mislead the soldiers sol-diers and the public into the belief that victory is impossible and that the allies have deserted the Russian cause. The continued necessity for retirements retire-ments has now presented the opportunity oppor-tunity to the enemy to push this program pro-gram more effectively and plausibly, until today there are some people in Russia in a chaos of pessimism as to the real situation, the idea being subtly circulated that the attack in the west has been Indefinitely suspended sus-pended and that the highest authorities authori-ties are secretly planning peace.v Grow in Audacity.
