General Jules Colcou. who at tho tlmo of the outbreak In Port au Prince in 1908, was military commnnder of tho district, was known chiefly for his tyranlcal charactor. Ho was at that time known to hate thoroughly all white pcoplo and he threatened to "carve out the hearts of all his enemies." He is absolutely Illiterate and while ho was In office tsed a rubber stamp in Bignlng documents. Ho betrayed his brothers, Maslllon. Horace and Pierre Louis, to President Alexis on March 14, 1908, and personally directed di-rected their execution on the following follow-ing day. Altogether, on that occasion, occas-ion, he killed twenty-seven men In less than an hour, but only ten of these murders were Included In the charges against him. |
