Show TO CONSOLIDATE NAVAL BOARDS WASHINGTON, Nov 10. A special board has boon appointod by Secretary Secre-tary of the Navy Meter to consider details of the amalgamation of tho pny and construction corps of the navy and prepare a draft of a bill to be submitted to congress to carry out this plan. Tho beard will hold Its Prst mooting here on November 15. Tho board will consist of Bookman Winthrop, assistant secretary of the navy, prosldeut; Rear Admirals Potter Pot-ter and Waiuwright. Captains Smith and Chapln, Pay Director Livingston Hunt, Pay Inspector J. J. Cheatham and m Naval Constructors John D. , Bourot and Richard R. Robinson. Commander John M. Poycr will act as recorder. Secretary Meyer recommended tho combining of the two departments last year, and It was at the request "of the house naval committee that a draft of a bll carrying out his recommendations recommend-ations be submitted that he appointod ' the board.
