Show Information About July 1st Registration A Selective Service registrant, '-who, on the registration day of July 1, has more than one place vof residence, may choose the one -which he wants recorded on his registration card as his place of Tesidence to determine the local board that will always have Juris-- Juris-- diction over him, Major H. A. Rich, acting state director for Utah said today. On the first registration day, 'October 16, 1940, such registrants were often confused as to which .place to list, Major Rich pointed out. This was especially true in instances were men had legal residences in one community but had a temporary dwelling place in I another. As the residence listed j on the registration card determines deter-mines what local board has permanent per-manent jurisdiction over the registrant, reg-istrant, some of the men later wished to change the address they had given, but were denied the privilege because Selective Service Ser-vice regulations prohibit such changes. In the second registration on July 1, Major Rich said, the regl istration cards will contain a space Sot the registrant to list his place of residenct. In the eventthat he had more than one place, he may list his choice of residence without with-out interference or dictation from a registrar, Major Rich added. In addition, ' the registration card will have space for recording of a mail address. This may be -the same as the place of residence ot it may be another address -where the registrant would receive re-ceive his mail more readily. Pointing out that new Selective Service Reuglations prescribe that there will be two places for addresses ad-dresses on the registration card, " ' ilajor Rich said:''1 '- "This new procedure is expected 46 be a big ' improvement over that followed in the first registra- tiori when only one space was towed on the registration card for :an address because the description descrip-tion of the place of residence; which fixes local board jurisdiction for once and for all is never ' changed while the mailing address - is- sub-' ject to change whenever the registrant reg-istrant moves." The regulations, : Major Rich pointed ont, provide: "The registrant reg-istrant shall be permitted to determine de-termine what place he desires to give as his residence " when he is mot located in one place all of the time. The registrar shall make no effort to dictate or interfere -with this choice." There is no change in the provision pro-vision that permits a ' local board '-of original jurisdiction, as determined deter-mined by the place of reisdence given by registratant, from trans ferring a man's papers to another "local board for the purpose of having that board classify, physically phys-ically examine, or induct the registrant, reg-istrant, Major Rich asserted. He emphasized that such transfers do not disturb the jurisdiction of the original board, ' however. |
