(AGRICULTURE AND INDUS- I TRY The demand for farm pro-I pro-I ducts continued to respond to the ! improvement in general economic 1 conditions and consumer purchasing purchas-ing power which has accompanied I progress of Uie defense program, i Industrial production, recovering ! quickly from the temporary re- lapse brought on by industrial strikes in April, mayreach a new high level this month. Grad- ual improvement in employment, ' pay rolls, and consumer demand for farm products should continue con-tinue through the last half of the year. The trend of agricultural exports, ex-ports, which was sharply downward down-ward during 1940, apparently is being reversed in 1941, although a return to pre-war volume is not in prospect. Government purchases pur-chases under the food-for-defense program, some of which are for possible export to Great Britain, move reached considerable proportions, pro-portions, and will be an important impor-tant price-affecting factor in the markets for some commodities. It is becoming evident that export and defense requirements for industrial products will soon be sufficient to prevent much if any further increase in the volume vol-ume of goods available for civilian civi-lian use. GRANGER BILL FOR PIPE LINE URGED BY PRESIDENT The Pesident urged congress to en-act into the law as a defense measure mea-sure bill providing for condemnation condem-nation of rights-of-way across ten states for construction of a pipeline which would supply the Middle Atlantic refineries with crude oil for finished petroleum products. The Speaker of the House received a letter from the President saying that a pipeline was the one means available to relieve re-lieve a possible shortage of oil products in the congested defense produciing areas of the East. Spokesman for oil producers have said that a pipeline had become a necessity since there were not enough tankers to supply both British and American needs. ST LAWRENCE BILL TO COME BEFORE HOUSE Legislation will be introduced in the House authorizing the . $277,000,000 St. Lawrence seaway project as a defense de-fense project. Dams are expected to be built to develop 2,200,000 horsepower of hydroelectric power and a twenty-seven foot deep channel from the Great Lakes to the St. Lawrence river which would enable shipyards on the lakes to build ocean going vessels. ves-sels. The measure, on enactment, would constitute congress' approval appro-val of the March 19th agreement between the United States and Canada to start a fifteen year-old project at once in connection with both the power and supply and shipbuilding phases of our nation--al defense program. The agreement needs only the concurrence of a simple majority in the house and the Senate. RECRUITING LEGISLATION Legislation that will make it a j crime to wilf ullv obstruct Armv and Navy recruiting is being rushed rush-ed in congress after it received an official navy report of union resistance to enlistment of seamen sea-men in the Naval Reserve. The Director of the Naval Reserve gave the House Naval Affairs Committee a report of an incident in-cident aboard an American merchant mer-chant ship, during which an agent of the A. F. of L. Seafarers International In-ternational union refused to permit per-mit members to be interviewed by a Navy Recruiting party and the vessel was found to have swastikas swas-tikas painted on the interior of the ship. An investigation of the incident was immediately ordered by the committee. Its chairman introduced intro-duced legislataion imposing heavy criminal penalties for attempt interference in-terference with Army and Navy recruiting. The bill was referred to Uie House Judiciary Committee Commit-tee for an immediate hearing. .BILL EXEMPTING EX-SERVICE .MEN FROM DRAFT Hie House approved legislation exempting from the draft former members of the Navy, Marine Corps and Coast Guard and former reservists reserv-ists of these services. The bill would relieve all former members mem-bers of the sea-going armed forces for-ces who have had at least three years service from liability to military service in time of peace. Former reservists must have performed per-formed three years in active service" ser-vice" in order to qualify for the exemption or to have had one year active service and two consecutive con-secutive years with an organized unit of th naval reserve or marine mar-ine corps.
