C Navy Secretary Knox, speaking in Washington, said competitive systems sys-tems could be worked out whereby the government would give awards to one of two groups of workers in any shipyard finishing first in the building of two ships of the same type, and to shipbuilding companies, based on time elapsed in construction construc-tion of the same type of ships under construction. |
